If you were left standing then you get the severance.

If you EOI’d and it was accepted then you get the severance.

If you got an offer and said no then you do not get the severance.

Perhaps I should rephrase my original question, IF YOU NEVER EOI'D AT ALL and took a chance to get another position but didn't get one, DO YOU STILL GET A SEVERANCE EVEN THOUGH YOU NEVER EOI'D??
