Appendix a and Appendix e are described in the contract. The way I read it is Appendix a employees are in a group that's over headcount so they offer separation benefits for anybody who wants to leave before actually declaring a surplus, if they don't get enough people to go, then they offer to those in work groups that are not over headcount (appendix e) When volunteers leave in appendix e, then someone in appendix a can take their job and then reduce the headcount in their group. After all the dust settles and if appendix a is still over headcount, then a surplus can be initiated.

What is meant by appendix a and appendix e? Sorry for not knowing this, just first I have heard of it.

Its not surplus numbers, its voluntary separation numbers for appendix a employees. July will be the appendix e voluntary separation numbers. If those numbers aren't reached then in sept you will see the real surplus announcement.
