Got "the call" with manager and HR, and on the call, he stated that my package was contingent on" deliverables". One was unattainable. Recourse?

Honestly you should take sick leave or vacation the rest of the week. It's unlimited and screw your manager. You get paid until the agreed upon exit date regardless.
In the past, some RIFs have been done in waves. A person is asked to continue working until a future exit date. Usually these people are single-point-failures, Honeywell needs them to teach someone else something before they exit. The person remains a regular employee until the exit date, sometimes offered a retention bonus to not walk away. A plan is put together using the KCAT (Knowledge Capture and Transition) tools and monitored weekly. Once the plan is complete, the person can exit (early if they wish) with Severance (and bonus if offered).
I thought the contingent on deliverable was for voluntary only.That's what the voluntary form stated. I have only ever heard that if you get an involuntary ask to leave it is immediate and you get severance, 4 weeks minimum. Never heard contingencies on an involuntary RIF. Doesn't seem right

Did Honeywell actually put that in your written severance agreement? If not then your manager is probably just getting his jollies off by trying to bully you and make you mad while he still can. Typical Honeywell manager behavior. This will be over for you soon and you won't have to deal with it any more.
If you're really concerned about it then call your employment attorney.
The only thing I was asked to do before my last day was to submit a turnover document with projects and tasks. It was not listed in the severance agreement.
I would think it may depend if it is Voluntary or Involuntary? They are taking advantage of the opportunity that these political, economic and pandemic crisis has provided them I guess to achieve their long term objectives in North America.

And for the HR troll that is reading this, tell the managers that if they continue to pull this sh–, it's a lawsuit and extremely bad publicity just waiting to happen. Think this kind of c-ap won't get out? Think again!

What location are you? Have you been told 26 weeks of salary after lay-off date.?
I would check with HR on that. Severance is typically provided in a very non-discriminatory manner to avoid lawsuits. Maybe your manager is trying to ensure you work the rest of the week.
Sorry for the confusion. My end date is 6/19. I have not received any severance paperwork yet. My manager stated that my severance pay was contingent on delivering a list of projects. Never heard of this as a practice. No one I have spoken to has either.
In most cases your end of work will be end of the week and access disabled end of day.
Your situation seems strange...
Can you expand on this? Exactly what were you asked to do? Are you still working with a termination at a later date once you complete the tasks or are you expected to work without pay? what are the tasks? This post is a bit confusing.
