I know people have been mentioning today as the possible date, but has it actually been confirmed, or is it still nothing but speculation?

For craft employees, Layoffs do not occur today. What's happening today is the company is telling the union how many craft positions it wants to eliminate. The company is also sending out to craft employees in affected locations a voluntary separation form. Once the company knows how many craft employees are accepting the volunteer departure, they will calculate and announce the surpluses in the third quarter. The actual surpluses themselves will occur in 4th quarter for craft.
I would assume those impacted would post here as the morning goes on. I know I would.
