CEC Cost is more than what is deducted from paycheck?

Question for anyone who knows ... I was surplused on 7/10, the Benefits Center rep told me yesterday that for CEC (see below) I would be responsible for the full cost. What gets deducted from our paychecks is BEFORE tax and appears to be about 50% less than the full cost. So for example, if your paycheck deduction is $200 a month for medical healthcare in Benefits Center the full cost is likely to be $400. For CEC the cost that will be billed is the $400. While better than COBRA, seeking to confirm if this is what others have been told as what the people at the Benefits Center 800# tells me shifts with each person.

Company Extended Coverage (CEC) for Separated Employees (2)

Active coverage continues to the end of the month of separation, then the employee is automatically enrolled in medical and EAP CEC for up to 12 months (COBRA is for 18 months and runs concurrent with CEC). You must pay your portion of the cost of coverage through directbilling to participate in all 12 months of Company-subsidized coverage. Company subsidy for continued coverage is based on the individual's length of service

(2) Any applicable employee contribution applies during the subsidized period.

Yes, companies pay half the cost of your insurance so you will incur the full cost at the company rate.
