What is the correct protocol for Someone testing positive in a location? I am being told from upper management to conceal the information and to not educate team about it, because it would create fear and panic. Am I the only one that thinks that is absolute BULL$H!T and is risking the well-being of the other workers / their families??

It needs to be reported to HR. There’s a process. You don’t need to disclose the employees name. You have to follow the guidance and procedures to protect all employees, their families and customers. That’s the right thing to do.
Corporate requires you to keep the information to yourself. In order to keep a squeaky clean image for this company that is.
Ethical behavior, on the other hand would require you to inform coworkers and possibly customers that you have interacted with recently so they can know to get tested and self quarantine if needed. Also tell the union so they can inform anyone possibly affected.
Do the responsible thing. Irresponsible selfish action like that committed by AT&T only serves to make the pandemic worse.
Me personally- I would never share/discuss any of my medical issues with co-workers, not even my manager - it’s none of their business. And that’s not just covid but anything at all. You follow guidelines we’ve had in place even before covid -
Follow HR guidelines. Privacy rules must be strictly enforced to avoid lawsuits. Put it all in email to cover your butt and print copies so if the emails “get lost” you’ll have them. And keep your moth shut. Discuss only with HR and not with your buddies. I’ve dealt with this twice in one week so I’m not guessing here. I know. Good luck.
You either don’t pay attention or you don’t work here. Several COVID related emails are sent out weekly. Pretty sure your “upper management” claim is BS. Instead of wasting everyone’s time with posting fake emails you should look for a job that more suits a snowflake or preteen like yourself.
