It looks very clear to me
Roadside itself is not profitable, but it is necessary to offer the service for Allstate to be competitive. The Cosco model is using chickens, which is not profitable but needed to motivate people to visit the store more often increasing sales with each visit. This is also competitive advantage over walmarts chickens. Does Fat head get now??

He’s saying that roadside is a loss leader. If a customer is buying auto insurance and Allstate doesn’t offer roadside, the customer may elect to purchase a policy from an insurer that does offer roadside instead. Roadside itself is not profitable, but it is necessary to offer the service for Allstate to be competitive. Allstate has forced ARS to make some large cuts recently which resulted in major layoffs, and I would be surprised if they are not profitable by 2021.

Why is there always one who mocks what they don’t F know or understand.
Costco The retailer actually losses money on there chicken just like Allstate looses money on ARS.

You cannot make that assumption unless you make a comparison of the competition. Even then the business model can be changed. For Example Cosco sell chickens under the real purchase price to bring customers into the store and in a sense loose money but they make it up by the hedge.
