NASA and Space X both analyze and test. You can't test everything.

Only one Reliability Engineer? Consider that there are two ways to make something reliable. 1) Analyze and Pray (NASA) . 2) Test and Know (SPACEX). Pick a team.
Reliability is down to one in Glendale.
