Should we lay off older workers or fire poor performers to improve company?

Wish they would have offered VSP to everyone. People aren’t working their hours. Their managers know this. But as a coworker of these people, I’m glad they don’t put in a full day. They spend their day laughing and talking loudly disturbing the rest of us that do have work to do. These people would not have taken the VSP but I sure would have if I could.
Is everything getting done? I dont think the people who are left are the ones to leave a job unfinished but if they're leaving cause theres nothing else meaningful to do for the day, I call that healthy and sustainable

Management also is seeing that the parking garage is emptying out at the wrong hours = people not working their hours.

They have offered Early retirement packages to 58 and older and many have taken it. Now they Surely will finally get rid of the poor Performers and there are many.
The first option is illegal.
