I am fairly new to the company and I read a lot of posts from people that said they were on the WRT list. How would one find out if they are on it?

You will know you are on the list when your manager tell you Thursday morning that tomorrow is your last day. Yes that is the only way you find out. What ever happened to two week notice. You get screwed, your team gets screwed because there is no time for any turn over.

The difficulty is finding out who is controlling the list in each country, and typically it will be someone that you would least expect in HR. In Australia the person is high up but not at the top of HR, and they accept "nominations" from Account leaders.
When I got the chop in March I had already p!ssed off an Account Delivery Exec (for my honesty that is and exposing double standards) several months prior.
