I recently saw someone get promoted here in the states. Are promotions back on worldwide or was this a one off?

One SVP will leave soon and they will replace him with an outsider. So, yes - no promotions.
I know of one promotion last calendar year, no pay adjustment followed, but if there actually are pay increases at some point, that person would benefit. It was a one off promotion.
If people believe that this is FAANG ..then probably makes sense to believe this one as well
