My immediate boss could do a pretty good at my job, everyone above her would be stumbling in the dark in 10 minutes.
LoL, the worst manager I ever had use to say just about they same thing. I think it is what they tell people they force into managing a team they know the person is under qualified to manage.
That management model only works when the manager has highly knowledgeable supervisors between them and the actual workforce. Those supervisors are mini managers that deserve all the credit! However some managers eventually figure out how inept they are in the chain and start to mistreat the supervisor to keep them from outshining... aka rising to manager level and taking the job rightfully.
Workers don't respect a manager that doesn't at least try to learn the jobs of who they manage. There is never trust that the manager actually understands the work process and therefore are unable to appropriately manage the work process. Too many managers think they are "people" managers when they really need to manage the work process which includes managing the people who are processing the work.

They are your boss because they couldn’t do it. Rarely have I seen the best on the team go into management. Generally it’s the middle of the road.
