You can always expect RA's any month , week. Big ra's usually hit the news but all during the year smaller ra's are done unnoticed. And with contractors either they cut hours or just let them go with no notice since they aren't IBM employees. RA is in the executive bible.
IBM has known how to skirt the WARN Act for decades. The Act assumes that companies are laying off workers en masse because of financial issues and that there is an urgency to save the company and that workers are concentrated at a small number of physical locations.
For decades, IBM simply spreads the layoffs around to avoid hitting a site too heavily. Normally the limit is just 50 people depending on the size of the company; below that, no warning is needed. Since RAs are a form of stock manipulation the way IBM uses them, it can take its sweet time and can constantly rotate the target amount to get under the limit. IBM even has patents on how well they layoff IBMers so as to get the most for the corps at the expense of the worker.
States can layer other protections on to give WARN to give it more teeth, such as California; but in most states it is a toothless old hag that IBM HR just laughs at.

Opposed to some of the "non woke" team leads who do nothing, have no skills but cronyism, hoard work to appear busy and then release it at the last minute to someone else, and put on countless, meaningless presentations to hear their own voice?

Did IBM properly do the WARN act before the last RA action in November?

Why is everyone saying it will be in Feb when in the past it’s always been in March (for notifying with end date in April). Being so close to Feb now that extra month can be a big deal

There are plenty of useless people that do not contribute to the top and bottom lines, unfortunately IBM always pick the people who actually make money.
Q1 layoff is going to be a blood bath.
The Indian cabal at IBM has been working hard in recent weeks. IBM is required to notify the state agency of any incoming layoff 90 days in advance. The performance reviews and rankings have been set. So each area affected will receive in few days the number of employees to be thrown away. Many people's fate has been decided before the end of the year.

There's always a 30 day notice period and they want the people out by quarter end for financial reasons, so it has to happen before the end of February.

In a recent interview, Alvind the Indian complained that fewer people leave IBM US leave voluntarily to make place for Indians hires. Alvind will most likely target more older US employees to make place for younger Indians.
He should leave ....
