Because they knew they miserably failed at their startup and were peachy at how they have fooled the rest of Cisco- they can never recreate it outside.

Any engineer and manager involved in software development. The problem is the technical debt is so vast Cisco will never be able to hire real talent to right the ship because bug fixing isn't a career maker.
As for CR, go back on this site for many years and read the many posts asking what CEO with the skills to stabilize a sinking legacy company would chose that over leading a smaller company capable of changing the world. That question was never answered and it's unlikely such a person exists.
