each will build their own new army, duplicate costs and add confusion to respoinsbility and accountability

@OP this is classic bad management. The service functions get cut and the bureaucratic groups expand.
The service business groups can be measured on hard targets (pnls, sales targets), but the blioat groups not as easily. so they are measured on story telling and made up metrics that are sellable upwards

to be fair - Head of Corporate Finance and Commercial Finance are not new roles. They're replacements of two existing roles just with new titles.
