It would be hilarious if this does come to pass, Chevron is just in time to be sc--wed.

Shareholder supremacy has driven these corporate behaviors. These companies are looking for a way to cut costs every quarter to keep Wall Street and shareholders happy. Asking companies to reverse course means asking them to walk away from the gains they've realized and the stock market has responded to.
This type of change does not come from speeches alone. There has to be a national level program that creates mutually beneficial conditions for these companies to onshore operations and give the United States a strategic advantage. Public - private partnerships have worked in the past and will continue to work in the future. The United States government just has to be smart about it, stop denying the reality of the situation driven by shareholder value, and use policy and benefits to corporations that they can sell to shareholders as an investment with very little downside.
The entire system is set up to reward loyalty to shareholders. We created this situation with decades of economic policy and shareholder supremacy. It will take decades of innovative programs and changes in policy to onshore more operations for the long term.
Speeches are great when they are used to explain the underlying plan. But if the speech is the plan, then we can expect little to no change.

People are so stupid, forget that the president said it, what if it was our CEO that said it about CVX?

Mark my words the new model will drive CVX to divest all US onshore, Colorado will be the first to fall, as drilling is the only thing that can be called somewhat efficient there. “Plateau” production means bust and once CVX finishes squandering the profitability, they’ll sell to small outfits that will go back to pumping wells instead of whatever this is…

On the bright side, maybe all the CVX people will leave and the locals can have sustaining careers in their communities again…
