IOL historically hired a lot of bright and capable people out of University, with the promise of promoting from within to various leadership roles. Progression has stalled, and there's a bottleneck of overqualified people with no jobs for them to move into, as higher CL roles have been rapidly disappearing. The reality is that the organization is too top-heavy now, and there are too many senior folks for too few roles.
