IBM has been contacting folks (recruiting for USAA) and targeting Data Scientist roles for contractor work. (paying hourly) So this is what they do? Layoff FTE and then circle back and hire through a Third party recruiter because they laid off the USAA recruiters?!

We're becoming just like everyone else. They're doing it, so it must be working. Someone even posted about this scenario on the Sleepy Hollow site, also known as the Post. It's almost impossible to trust a chunk of upper management now. No telling how many BS scoopers we'll be needing after the upcoming ECIO town hall.
The question is if you broke your leg on a spot, would you want to go back to that same spot again to have your other leg broken as well? Did the ECIO leaders plan all these so they can recall the veterans at half the price? State Farm IT had many of their IT groups outsourced, but those who moved to 3P company were given gracious packages and same or even greater benefits. USAA must do the right thing.
They’re building a team to deal with a bunch of different business lines - hiring contractors for one year term and potential to get hired at Usaa later - all of this is being done through IBM OP is spot on- laid off recruiters and IT folks and brining in contractors for 80/ hour
My entire team was laid off in march with June being our last day. I was contacted by a recruiter on linked in asking me if I was still open. I asked them to send me job description they did and I noticed it was my job exactly and it showed the employer was usaa. The salary was below what I was paid at the time. I mentioned it to my previous team members and they also were contacted on LinkedIn. Obviously there were waiting to fill the contractor positions after our 60 days. I also let the recruiter know that since I was being laid off from usaa I could not got back as a contractor for six months.

USAA is dead in the water they can't compete expecially the way they di-ked everyone over and catfished workers they hired remote after covid. Good Riddance!
From seeing similar developments at other companies, that doesn't bode well for USAA long term. Fluff the numbers now by forecasting low projected headcount and when that fails to materialize in 5 years and you are paying a bunch of contractors double (or more) what staff would cost, well, that's the next exec's problem.
