@1dp A WARN notice is required if layoffs affect 50+ workers at one site, or 500+ workers anywhere, or 33%+ of staff.
SAS lays off only a few hundred each year, sometimes at multiple sites, so has never met those requirements.
Lowes gave an explicit 60 day WARN notice rather than the ambiguous messaging SAS provides.

SAS is not generous; they're typical. They compensate laid-off employees in a similar manner as other large companies.
The Washington Post is typical also. Their severance package is up to 45 weeks, depending on years of service.
Neither company gives advance notice. Why would they?
It's true that SAS employees don't work in war zones. And the Post's billionaire owner certainly seems more greedy than SAS's.
Why would the Post reduce coverage of wars in the Middle East and Ukraine? Are these wars unimportant? Of course not. But people in high positions don't want these wars publicized. If he maintains good relations with those people, the Post's owner can get government contracts.
The Post's owner has taken steps that will surely reduce circulation, and may start a death spiral that results in the end of the paper. If he's not brave enough to run it, he should never have bought it.

The Washington Post laid off people in Kyiv and the Middle East. These are not front-line combat positions, but they are war zones.
It is an appalling way to treat employees -- especially employees of a person who spent $50M on his own wedding last year.
SAS is certainly imperfect -- but gracious and gentle by comparison.
