I got a message yesterday from "refresh your laptop" the the "initial setup is complete", but I never got a new laptop. This seems very strange based on timing of LR tomorrow.

I was LR'd 2020. Software install came after the notification by your manager. You could still move files to a personal storage device but the software would scan and report on your activity. If the file contained a Cisco copywrite statement the move was blocked. This new change looks like it will block all file transfers for everyone. Surprised that it took so long to make the change. Its been a big security hole for years and years.

Before layoffs, Cisco starts monitoring laptops for any files movable from laptops to removable media to protect its proprietary data and of customers. This happens every LR cycle before notification.

Since the software costs Cisco real money deploying and monitoring activities along with dedicated support folks, this is implemented short term just one or two months prior. This is what I and others found out during 2024 Feb and Sept layoffs.

Windows users are spared from this Layoff. They probably save the company a few hundred dollars a year. That adds up to quite a lot.
