New manager came in months ago. Still doesn't know who works for him or what anyone does. Doesn't try to learn. Doesn't talk to his people. Just exists. And we're supposed to be okay with that.

L and D had 2 pretty high up Team Leaders that were woefully unable to perform their duties. Even the higher ups in L and D could see that they couldn’t cut the mustard.
So what did they do? They created positions for them instead of laying them off. All the while they were laying off good employees.
meanwhile, the people who genuinely do good work and couldn't take the bs anymore left for greener pastures. promoting based on office politics has been always been an issue with this company, accentuated during the multiple rounds of consultants. Who will be left to actually work in the coming months/years?
Aww he-l who really wants to be a supervisor/manager anyways all the responsibility and zero authority. Someone has to do it. You make a little more money but your career can easy be cut short if you are not following the marching orders from above.

It may be that this person was promoted because they are willing to work relatively cheaply.
Several very good managers were laid off where I work because they had been working a long time and had high salaries and benefits.
In some cases you get what you pay for.
