What happens when upper management is so afraid of a company that they won't put it on the WARN list?

I am running a website to collect layoff's (WARN Notices) across the companies. I am NOT sure if I can list the website link here ? I will compile the list of companies ready to fire employees in the near future

Do they still continue layoffss althought it is all crashing the daily work flow for employees and externally - for customers too???

If Oracle lays folks off in January, there would be a 60 day notice period so according to WARN those would be March layoffs. (For the record I'm not saying it's going to happen, just that what you are telling us tells us more about what happened in November than what is going to happen this month)
