Honeywell spin-offs started this in 2022 I believe. Keeps cost down and if an idea isn't what sells, that division doesn't get hammered as bad. Like your post said, there is a bit more to it.

@cz they had to reschedule from Dubai to avoid the missiles. It could have been more expensive.

There's talk of some type of hybrid R and D pilot plants that are separate, maybe even a subcontracted deal, that will concentrate 100% on just new ideas. Apparently, there's a way they can be separate from actual accountability, as it were, to a specific group/division. Kind of like a science shop you can go to with an idea from group and have them do the work and produce it. If the idea pans out, the group gets to figure out the production, sales and whatever else to put this new idea out to market. Way more complicated than that, because of regulations and business law. But that's what they want to do in a nutshell.
