Serious question .. what is the point of announcing layoffs being silent for months and tepeating this a few times a year so people are terrified all the time and productivity falls? I understand need to cut costs but the way we do it makes no sense

the most likely answer is that they are so bad at planning and constantly changing plans and communication is so poor between ETL, as we see between simply between teams in the same org, that this is the result
it sure feels like some malicious movement, that would be so highly unethical

This is the old way of doing things from the 80s. If you keep the employees scared they will clam up and just work. There's experiments about manipulating workers this is the most cruel one
This is the way.
strategy is not planning correctly and over-reacting focusing too much on short-term.
but seriously op: They can't be serious about having a strategy and keep swinging between hiring too much and laying off.
may be some people will leave being frustrated or scared, and they can save some severance $$?
