EOI vs selected vs left standing - do I have this right?

If you EOI and are selected, you get whatever the offered package payout is.

If you are selected in whatever event will take place, you have a job obviously and remain employed.

If you go into the event and are left standing without a job in the new org, you’re laid off with no package.

Are those basically the 3 possible outcomes for us?

Normally EOI = 3x Weeks pay out / year service. Lay off = 2x Weeks pay out / year service.
You can be selected, and still laid off later (2x weeks)

When people EOI it’s usually because they’ve already decided they don’t want to stay. They don’t go through the selection process if there is one. It also frees up a spot so others won’t get laid off.
something to consider is that if you stay your position is not guaranteed to remain. Cost cutting will likely continue to happen.

OP here. Thanks everyone for the clarifications. This is my first time going through this kind of thing and clearly I was mistaken. It’s nice to know that if I’m not selected at least I won’t regret passing on the EOI package. I’d like to stay if possible.

I EOIed at another company and was selected for a position. How it went down was the GM brought me in and said we have a spot for you and want you here. I said thanks but no thanks. They gave me the package and I moved on. That's not how it always goes. I regretted the move and years later my team lead tried to get me back. Management vetoed the move. Grass is not always greener even if everything feels toxic now.

I think of it this way…you either get selected for a position or you don’t. If you don’t get selected for a position, you receive severance. If you do get selected, you keep a job. If you turn down the position you are selected for, you are quitting so you don’t receive a severance package. If you EOI, you are formally requesting to not get selected. They can honor that request (and they usually do) but they don’t have to honor it and could still select you for a position (under the label of business need). I’ll say that it’s a bad look for management if a bunch of people they select for positions then turn around and quit, because they won’t be able to hire replacements and they can’t go back and select somebody else they had left standing. If you EOI, go ahead and tell your supervisor so they don’t mistakenly try to make a case that you are critical and need to be kept, and then can’t reverse that position if they aren’t in the room when the EOI volunteers are reviewed.

If you EOI, yet still get selected for a job, and if you decline that job, you will terminate employment with no package.
If you EOI and are not selected for a job, your EOI request has essentially been accepted/approved and you leave with a package.
If you do not EOI, and are not selected (left standing), you will DEFINITELY receive a package.
In summary, you do not have to raise your hand for EOI in order to qualify for a package if you do not land a job. However, if offered a job and you do not accept, any severance package is off the table.

@ag - Yes. You are expressing interest in voluntary separation from the company but the company doesn’t have to agree. I’ve heard of this happening but have never known anyone who it has happened to.

@b9 - the company identifies employees in scope for layoffs and sets up an online EOI tool for them to use. They may need to apply for positions at the same time depending on timing of EOI and the selection event. 2020 transformation offered early EOI in the spring followed by another EOI in the fall selection event.

@ag- I know someone who raised their hand/"expressed interest" but was told they would not be allowed to leave with a package. Effectively, they were told that they'd be guaranteed a position in the post-layoff company.

That said, it's literally the only time I've ever even heard of it happening, so I get the feeling that it's pretty rare.

In recent layoffs the ones left standing got the same package as the ones who expressed interest. If you get selected for a position you don’t accept you don’t receive severance. Good luck.
