Remember the Washington job protection act and the New York doctrine read your contract keep the international involved. Up still has to have contracts settled with unions.

Up likes to lay off 99% at a shop and keep a couple cab cleaners. They get out of having to pay for relocation, etc. Often times they hire machinists back as MSO and make them do the same job they did before the furlough.

If they close your facility and move your work elsewhere, you are covered under New York dock, but if you are offered work anywhere, and refuse you do not get my dock, they will dovetail your seniority if you accept. It happened at the Hollidaysburg car shop, everyone was offered a job, over half refused to to move , they took a layoff, no one got ny dock

There could be a buyer in Progress Rail. Union Pacific has other shops and part of the business models these class 1s want is less mechanical personell in maintenance type jobs, so it is possible that should this takeover happen Juniata could be done.

All I can say is I remember when NS bought Conrail, and they closed the Hollidaysburg car shop , the largest car shop ever, they regretted it behind closed doors, but they survived, their original plan was to close jls, but the politicians in pa, changed their mind, so jls could be gone in the near future. You have to remember that no railroads main business is repairs, it's hauling freight, repairs can be contracted out cheaper and no liability

The future is uncertain for JLS and all locations on NS and a few on UP.
