I just finished my background check and got my start date next week… chances coming on and get laid off?

I’d say very low chances of getting laid off. Cisco is being very careful with hiring only necessary roles that they see as long term roles now.
If you getting is as a contractor, than your chances of being let go is always high every quarter since all contractors are seen as temp jobs.
BTW, welcome to Cisco. Most people enjoy working here!
On Blind you will periodically hear stories like someone moving their family across the country to work for Meta and then has the offer rescinded before starting

I knew someone LRd before they even started Cisco on Day 1.
If you are worried about being laid off and you haven’t even started, you may want to continue looking after you accept the Cisco job. No place or time is a safe zone at Cisco and lay offs happen about every six months. It creates a very toxic environment, 60-70 hr work week and you will lose a lot of sleep. It’s not for anyone with sensitive nerves or nothing in savings.
Cisco will mess you up if you don’t put you first.

You are likely fine. Cisco uses layoffs to get rid of old-timers who won't leave on their own.
It can and has happened many times. Don't rule out anything else you have in transit as the light at the end of the tunnel is a train. Can you dodge it or get off the track in time is an unfortunate past time there now.
