Muhi Majzoub has been publicly vocal about his goal for OpenText's engineering footprint. In early 2025, he explicitly stated (in Forbes India) that he expects "India to be 70 percent of our R&D division."
@ba well they did open one in Toronto just last year. They also just opened one in Saudi Arabia. So sell me the bridge.
@b4 If you really believe that the company with an explicitly stated "shrink to grow" plan is going to open more offices for employees they can replace in Hyderabad, I have a bridge in Brooklyn, I'd like to sell you.
They said in the email they are actively opening new offices, so many will have an office eventually. For those that don't, you can assume you're on the chopping block unless you can really prove your worth.

Some teams may get an exception but that relies on the team itself and how willing they are to get ELT to help fight for you. Aside from ADA accommodation where it becomes legal and harder to handle.
Intranet says all options are on the table, potentially up to termination. If they ask for action that will not (or cannot) be done, you're at risk. That could be marking you for layoffs. Some say it's the performance score, some say remote = lay off. Both are valid, both can make someone more or less at risk. If you're already a 2 or 1 and are remote - plan an exit ASAP.
