Unfortunately anything that you say will likely be used against you. It’s unfortunate that being honest isn’t valued. Imagine the concept of taking a survey and actually having a leader that took the feedback to heart! Instead they will invest their energy into trying to figure out who said what because the need to deflect is more important than the self reflection! Silence! Be silent. Don’t take the survey!
Anything you say can and will be used against you.
Responses are anonymous unless you make them not so. Just be careful in your description to not create a situation where you are providing enough information to identify yourself.

For what it's worth, I wrote long paragraphs of feedback in last year's survey. I was respectful, but very honest in pointing out the issues I was seeing. And I provided suggestions for fixing things.
The outcome for me personally was being laid off.
Was it a coincidence? I'll never know... but it sure feels like I may have shot myself in the foot. Anyway, if Nike leadership valued my opinion and expertise, I have plenty to say, but I'm not sharing it for free anymore.
Adding to @bg, senior directors can see individual comments. Names aren’t shown, but they can often guess who wrote them based on the content. Best to be honest but respectful.
@at managers don’t see individual responses. Managers of ICs don’t see the long form responses at all. It is all in aggregate. Managers with fewer than 4 ICs don’t see their teams responses, they only see the aggregate responses for their managers team.
OP you can be honest and also respectful. Just because you have negative things to say, you don’t have to be a je-k about it.

HR knows exactly who said what. Your manager has a good guess too just based on what you said or choose.
