As per title, do contractors count towards the manager goal of at least 20 direct reports?

No but they do help reduce that mangers operating cost and better meet her target
When I was in leadership, it didn't count. That may have changed.
The reason I ask, people keep leaving or getting laid off my team, and my manager are getting dangerously close to 20 if contractors do not count. I guess they'll have to do some reshuffling if it happens, to keep their role.

Are they in the org chart? If you see DellTeam directly under the manager, then those count.
