I am wondering how many EOI windows do we have. I know in feb/mar there is an accelerated EOI window. Then is it the only chance we have? Will the EOI be opened later in the year?

It depends on your group. If you are in one of the few “out of scope” groups who already finished their restructure, then the only opportunity you have for EOI is on Feb 28th. If your group is in scope, then your next opportunity will be when your group does job postings.
