Chevron's goal is to become a holding company for non op stakes in projects by other operators. You need way fewer, way less qualified engineers if that's the case, and you can afford to blow up your talent pipeline by cutting all your junior talent. Now Chevron's biggest challenge will be shrinking faster than the natural attrition of its top performers.
