So rather than get work visas for these "indispensable" workers they just had them come over on tourist visas? And I'm sure they would head home after the factory was built, and not remain in the US, overstaying their tourist visas, right?

Maybe he was right! That’s a foreign company, not a U.S. company. Foreign companies are not obligated to train U.S. workers in their knowledge and skills.
