Honestly, it's the entire biz org. Nothing but frustration, anger, bitterness, bad strategy, and daily f-ups. When you're that miserable, you tend to spread it to others.

And he might have just recently turned 51 or so. Not terribly uncommon, especially here in the South. I had a cousin who hired on fresh out of HS. So he had 30 years in before he was 50; didn't mean he was ready or able to retire.

That's the plan; they don't have to pay severance if he retires as opposed to declining to follow the job. What does retiring get the employee that he wouldn't get declining to move?

A coworker received this warning. Also retirement eligible with about 38 years. Made it clear he would retire on or before the date in the letter. Seems leadership know of this letter, but not when it will be sent out. I think this is just BS to identify specific people for surplus.

I retired in December. I was fortunate to have a new career waiting. This quote is almost verbatim what I stated was my reason for leaving AT&T. New employer asked if I wanted to clean up that statement. I declined, saying it was the truth.

It’s been two years.
Previous poster was right. Even after you give your answer, you will likely have a couple months still on payroll. However, I will say, our group was told in 2023 that we would get a letter by end of 2025. Well, we all thought that meant the letter would be Q4 of 2025. Nah, they meant "at any time, but before the end of 2025." We got letters last fall; anyone who opted to move had various report dates no later than June 25. Those who did not opt to move were on payroll for about 4 months and then given their 2 week notice.
You don't say how close you are to 65, but there are scenarios that could work for you. Or like you say, you have no stomach/patience for it, and just want to be done.

So you get notified at the end of this year. Then you get what, 6-12 months to move? Where are you going to sit? Lots of folks already being assigned to your future "home" and you think you'll have a desk in 18-24 months? I made the same call, OP. I've reached the end of my patience with this company. Good luck.
