Why is Xerox still paying people to essentially do nothing? I know quite a few AR and claims jobs that require 1 person tops to do yet they still pay them...

@hd SLT is well aware. That's how they got their jobs. I was IRIF'ed about 6 months after I started speaking up about their id--tic ideas.
I've seen them IRIF people with multiple cost reducing/impactful projects on the go above their regular job duties- significant contributors - over people barely doing their basic job requirements. Couldn't handle anything extra or they get stressed etc.
Why? Well...the person was a pet. Laughed at all the managers jokes, complimented how great they are, had followed that manager around through different roles and so on.
This is the stuff SLT doesn't get to know. So much of this goes on
Keep in mind the "in the eye of the beholder" logic here.. the plumber at the plant for example sit around all day until the day that the pipe is backed up to the boiler and needs to be fixed. If the plumber wasn't there the pipe would burst because it over heated because it couldn't be drained or fixed quickly enough when the outside plumber took 12 hours to arrive -- after 8 hours of just finding and signing contracts to get the plumber approved to be on site.
Just because you don't see the need for some process or role to exist doesn't mean that a valid reason doesn't exist.. now flip side of that coin is that their does exist process and roles that make no sense with a changed or new process. Just make sure you have the entire picture first before judgment.

So wait, whole groups are basically doing nothing??? And they are trying to do cuts to save money? That makes no sense.
Sounds like a lot of politics going on instead of trying to save a company.
No wonder the Japanese manage companies are doing better.
