@a1 There is a lot of off-shoring still happening. Quarterly meetings in several groups showed a massive difference in hiring in India vs the US ( >3:1, about the ratio of the cost per person in the US : India). They may be laying off some people in India, but if it isn't at a significantly higher rate than layoffs in the US, the existing disparity will grow.
