You either leave the company now because you're being kept down by the system or going forward, you stay and complain to this board about being kept down by the system.
I know that sounds harsh and lacking compassion given the current job market, but that's just reality today.
Things can and will change - although not necessarily according to your desired timetable.

It is always courtesy to see if a boss would support someone moving out of their group. Poaching employees from another manager is a bad career move.
What do you mean “does not allow you?”
With the newish freedom to apply, you do not need your boss to approve you being considered for an internal job posting. You can apply directly and the new team decides whether to interview you or not. The HR email states 1+ yr is the new baseline to be considered for internal mobility
Then if you are selected, your boss would need some pretty significant justification to block you.
If you do not apply, your boss takes the easy route as they don’t have to explain to HR/upper management why they blocked someone from moving
@cj Totally agree. Only difference is that the people at Oxy, being mostly rejects from other companies and how they conduct themselves, will deserve the situation they find themselves in. After all they are asking for it.
Could always move to a professional and respected company. Lots of people have done it after leaving Oxy.
Happens all the time where current manager wont release you since most likely they wont be able to backfill the slot so they dont want to lose a chunk of the empire. So not in the cards this time better luck next time be happy you still get a check

@a8 - All one has to do is take a look at the techical jobs in oil and gas and post on them. Then wait and see how many get back to you for an interview, and if your lucky enough to get an interview then onto the next round and then the next round of interviews. After all of that still people are getting ghosted by the employer. The only way to see what is going on is test the waters, and you will see what people are talking about in how it has changed and for the worse. The video in the link below explains it well, plus there are many more videos that will help one understand the situation job seekers are in. For sure don't quit before you have a new job, and then even offers are being taken back. It is a dire situation compared to just a few years ago.

@a2 exactly. Laid off today expect 1 year of job search and as we know there will be less oil companies next year…
OP here, @a2 yeah I'm just not enjoying the team/management. There is a team I know I would like to join and would be good experience so the goal is to get to that team
Just be glad you have a job, and maybe it means they think enough of you to keep you. Also, maybe they know something you don't. Like the new job has less security than what you have now. Not all managers are bad and you might have a good one looking out for you. Most will move you when the time is right, but again be glad someone wants you. The job market is terrible, so if it were me I would be happy I had someone that wants me and sees my value. All of us that have jobs need to be thankful. There are so many looking for work, and all you have to do is start searching and apply to see what I am talking about.
