Can former VSP recipient be eligible for rehire after 12 months?

VSP = hire only as a contractor after 6 months with a maximum of 30 months
(although I've seen people approved longer)
RIF = rehire or contractor allowed after 6 months with a maximum of 30 months

It depends on the severance agreement. I think the last two VSP stated no rehire.
@OP Search for cooling-off period in your severance agreement. It was 6 months on mine so technically I’m eligible to rejoin as a contractor or employee after 6 months. Not that I would ever want to. Trying the same thing over and over and hoping for a different result is a solid indicator of insanity.
Why would you ever want to go back to that he-l whole?
