What does this mean in terms of greater company structure? Spinoff? Reorg? More jobs offshored?

This is true. Jobs, specifically product development, are being off shored to Galway and India. The US is too expensive.
Yep. That's been true for years. The time they've taken is for regulatory transitions, same as the Cryocath site in Canada.
