My performance evaluation is incomplete by my manager. Could this mean I’m on the list for 2/19?

It will say incomplete if all goals don't have comments/ratings as well. I just updated someone's eval after reviewing with them and corrected a couple of things. When I hit submit I got warning incomplete message for goals from a previous team that were not addressed.
Compensation statements were not released from HR to managers until early this morning. We’re told they were to be ready 2/11 but they got pushed back. Even if your getting laid off, your still going to get your review. Most likely those getting laid off will get a meeting invite late Wednesday night or early Thursday morning.

My supervisor had to reschedule my yearly review meeting because the merit letter hadn’t been received yet.
I mean mine is always incomplete until I have a meeting with my manager to discuss. So this is normal.
It is hard to say, but I would not complete an eval for people being let go. I would assume you are being let go so you can mentally prepare yourself, in case it does happen. I saw stoppage of things due right before my RIF so I wasn't surprised when it happened.
