Anyone know what percentage of people actually reach their ultimate potential CL? It is a vanishingly small number. Just another false promise.

I am doing the job of a higher CL but no CL promotion! Recently found out they dropped the CL requirements for roles so we can all look forward to more work and responsibility with less pay.
Don't be misled by "making potential". Ultimate potential for most has dropped across the board and org roles reclassed to lower CLs. Likelihood of reaching potential may get better but consider it's because the CEILING IS LOWER for all except a few hi-pos. Set your expectations: Performing well early career will get you a few early promotions, weeding out occurs, most will tap out at CL 27 with 1-2 promotions left in 2nd half of career if still around. Right now, there are so many unmotivated CL 27-29s staring at the crossroads deciding what to do. Exec potential removed (weeded out in recent years), 10-15 yrs before retirement and no room for pay increase because of compressed salary bands. For the younger folks who see this as an opportunity for themselves, you can look forward to competing via annual contract to do the same work for significantly less pay. Congratulations.

These companies lie as a matter of routine business practice. You should never believe anything they say to you.
I got to a cl 25 and got piped out. I had a max of 27 if I stayed until 65. Another guy made the same 25 cl but was piped twice in 3 years and was out. I have only seen the hipos, favorites and sponsored make it to their full potential. All of the others have failed.

exxon career model is a lie. unless you have sponsorship, you have no growth. its all lie.
Ultimate potential defined by when? As a new hire you get a POT set at something reasonable like 27. It’s only after 5-10 years you get it raised (if doing well).
Point is taken though that there are many more who fall short than those that hit their highest number.

Depends on what your ultimate CL is. I reached mine, which is 27.

Yes, vanishingly small. Somewhere in your 40’s they will start telling you that you are doing well but in a competitive rank group. That’s your sign that they have knocked you down from your initial potential. You will be in denial for a rank few cycles before you admit to yourself that the system is rigged and you are not the unicorn exception. By then, it will be in your best interest to just try to push through to retirement accepting any cr-p assignment they offer. Maybe you make it, probably you don’t.
From the HR strategy perspective, it’s all just game theory. And it’s all enabled by a narcissistic class at the top that has never once stopped to consider the morality of it all.
