I am officially designated as a hybrid employee in MN.
My manager and entire team are fully remote.
I have not been going to the office since the RTO policy took effect.
Are there others in a similar situation, and if so, how has this been addressed under the current RTO policy?

Even if everyone else on your team is remote and not impacted by the RTO, that does not automatically exempt you from the mandate.
It's up to your manager or team lead to explain what their expectations are. Otherwise the RTO can easily be unequally applied. And with a January RIF rumored, you don't want to give them an excuse to let you go. (Or maybe you do.)

@OP worse comes to worse you could always drive over scan your badge and then go home. It only scans you arriving and not leaving.
My director sent out an email to not go in if there is snow on the ground. So it seems like they are pretty chill about it for now
I would never go in to the office anyway for any reason. I would let them terminate me if necessary. There is absolutely no reason for in office work. None.
Candidate for next round of layoffs. Managers cannot do much as they get order from above. There is no logic. Don’t try to find one in this company.
They can use it as an excuse to let you go, but right now it’s on managers to weigh in. If your boss isn’t going to an office, they almost certainly don’t care.
I was hired remote and never have been into office. My team is all over the US. Not sure how that would work.
