O has become quite good at keeping a lid on future layoffs, unlike in 2017 when the SUNW layoff was leaked far in advance. There was a trick you could do to see if you were on the bye bye list. You could go into self serve apps and request a proof of employment document, the kind you might show a banker when applying for a loan. If you were on the layoff list it would show you as terminated.
A lot of people got a big head start looking for a new job and more than a few already had an offer in hand on the big day, when they were marshalled into conference rooms where they got to hear a recorded message from ES telling them they were immediately terminated. No garden leave. Hand in your laptop, badge and AMEX card on your way out the door. And thanks for your hard work.
Classic basic business scenario, next thing his manager will ask OP to train his own replacement from India

Vacation and travel are often (usually) planned well in advanced and costs real money to change at the last minute. In situations like this, Managers don't usually know anymore than the rank and file do. In some cases they may get a week notice when they are getting information on how to do a layoff but they may not get a list till the day of. You also need to remember that the meeting they get scheduled for after the layoffs could just as likely be them being let go instead of a check in. Being on vacation and unreachable won't save you, it just may give you a few weeks of ignorance.
Managers taking leave or taking sick for a week to 3 days . Hard sign points to payoff !!!

@OP I’m not completely sure what you expect? Must they be in mourning and not continue to live their lives as normally as possible?
I find extremely disrespectful managers going on long PTO during layoffs or after layoffs are announced...like "I'm safe, I don't care"
OP, be aware your manager is setting up your replacement there
