Scott Adams law of percentages: when someone provides percentages without numbers, or numbers without percentages, it's meant to influence/propagandize, not inform.
5400 aka 2% for IBM is nothing...a rounding error in their financials.
What's interesting is their reduction in US Cloud. I think we'll continue to see cloud providers shed jobs, but on the upside, enterprises should start hiring again as they bring more services back in-house. On-prem should be back in full force soon.

IBM is like the Persian Army from the movie 300...just a mass of slaves being whipped to move forward
Every tech company is moving to lower headcount, and this will be particularly brutal for places like IBM...they have at least 100k more to go
