Husband laid off over two weeks ago from Dell and still getting excuses about paperwork delays. We're in a limbo holding pattern. No idea of the insurance/cobra (they also cut off our insurance a week before he was laid off). Nearly 19 years of work...to treat him like this.

Perhaps he is being strung along until they close down the site and let everyone go with zero or reduced severance.
@dn I don’t remember using any online portal. They sent all the paperwork to my personal email, and I just had to sign the PDF documents and send them back to an address — something like americas.wfr.operations@…. So maybe that portal was introduced after I was let go.
@bj Did you not have to accept through a new online portal/benefits account? That's the reason he's being given by HR.
@an They did go through it briefly in the "meeting" but the issue is accessing the paperwork. Apparently there is a new outside benefits account where he has to electronically sign/accept the paperwork. He hasn't been able to access it and they keep opening tickets but they have yet to resolve the problem.
Extremely frustrating say the least. He's asked if he can sign another way, etc but it's right back to the same thing. He has to accept it through the online account... where he can't open any documents.
I had no issues getting my free 2 month's of COBRA as well as my severance check. However, I did scramble to get my hardware returned and also sign the paperwork and returned to them. Keep in mind if you end up missing the check cycle, you have to wait for the next batch run.
If you are in MA, get your request in for Unemployment - 30 weeks!
That’s a bit unusual. When I was laid off earlier this year, I got the termination paperwork the Tuesday after my last day (which was a Friday). It might be worth double-checking your email spam or junk folder, just in case. If that doesn’t help, you can try reaching out to them through this page: https://dell.service-now.com/alumni?id=alumni

@OP HR should go through the letter and paperworks on the day of the severance meeting and payment timed on dell's scheduled payrun. It can be different depending on the country.
Talk to a lawyer. That isn't "making threats to the company" unless you actually go threaten something. Talk to a lawyer and find out what your options are. You're letting fear of a bully (Dell) rule you.

@a4 I know... but we need the severance pay and don't want to put that in jeopardy or further delay with legal threats. They will have to back-date and reimburse us for everything we've been stuck paying out of pocket. (Of course this happened after we just hit our yearly deductible).
Right now, the constant excuses and delays on why he can't access/open his separation agreement are making an already stressful situation unbearable. We need answers, dates, etc. and that will only happen when we get that paperwork in hand.

Call a lawyer. It's illegal to terminate insurance BEFORE termination.

He hasn't received the promised paperwork at all. Can't review the terms or sign anything. Just dangling.
