Offer them.
Plenty of us out here that would accept a severance package to leave in a heartbeat. I personally know of a half dozen coworkers that would sign on the dotted line right now for one reason or the other if offered.

Voluntary layoffs happen more than you know.
Half of the CDW Education team would leave tomorrow if possible as we loathe the mercurial mentality of an OCD director who lacks innovation.
@OP It's cheaper for them to make this place a hellhole so people quit on their own or do something to get fired. Offering tiny little severance packages during layoffs is still cheaper than offering buyouts because they know most people won't fight it. They will just sign on the dotted line. In addition, the bad PR the company would get over offering buyouts would also be disastrous to the company's reputation and would negatively impact sales and revenue.
It's basic Business 101....
Nope, they are targeting certain people that make more money either by sales, salary, or both. So they will pick the people they want out. As an example, a few years back, they got rid of my coworkers at the VH distribution center who had special needs. They knew he was being violated by his spouse for his money and they threw his a-s out anyways. Our VP and the VP of Ops did it. If there's a lawyer out there, I can give you the name and let you check on that. He was quiet and odd but a great worker who was really proud of being part of CDW. We still miss him and will never see those two in the same light. Total a--holes!
I'd love for that to happen, but the issue for them (and any company comtemplating it) is that the workers most likely to find another job (ie, your best employees) are the ones who would jump on the offer. I'd sign up today if they offered a good package for voluntary layoffs. And by "good package," I don't mean the current one.
