Does anyone know how to contact anyone in HR to place a formal complaint in the US?

If you would describe the nature of your complaint, we could be more helpful regarding the right channel.
You probably mean "grievance" which has to follow a formal procedure and the complaint can only be about a policy or process not being applied in a fair way that can be linked to discrimination of some type or a policy incompetently applied by a manager in which case the manager will be briefed to cover their back with emails, dates and times.
On the plus side, if you take them to court, they are usually so unprepared and incompetent that they will generally settle out of court.
You could email your HR rep outing your complaint to get the ball rolling. Once they receive you email they have to act on it... They can not ignore it.
HR works for the Good of the company, If you have a Complaint againt how the company is treating their employee's you need to go outside the company. If its about a single person then go to HR, but remember HR works for the company and will protect the company. They are NOT on your side
