For the people in the right place at the right time to be getting it - that IS your pay rise for this year. But whether you'll get just one payment or it will carry on you'll have to wait.
I imagine the company will play the game of oh you didn't click the right box so you're not getting it, or we cannot afford it after all. I wouldn't count it until you actually have it in your bank account, and even then, nothing to stop them from asking for it back if you resign.
