Anyone knows what would happen if I just refuse to participate in the rigged performance review process? i.e. not to fill the forms for achievements, strengths and areas for development or provide KOs?

The simple fact that you are refusing to fill in the form gives your supervisor the "permission" to put you on the bottom pile. That said, if you are a contributing member in your team, he may be incentivised to just put you on Q5 without NI or NSI. You will be kissing your raise goodbye tho. Again, it's not like Q4 will give you a big raise anyways.

They will still rank you.
If Supervisor / Manager has any human decency and brain he/she will represent you fairly. They should already know your strengths / weaknesses and achievements during the last cycle as well as areas of focus for next cycle.
In reality, Supervisor / Manager's ego will get in the way and they will sabotage and bad-mouth you during the ranking meeting and you will pay for it.
