Why is AIP listed as 0% on so many new job postings?

Director here, we had hourly positions posted with no AIP listed, when they were finally approved back in January. Recruiter stated it was an error. Felt like another delay tactic to avoid actually filling the position. It took over 6 mo ths to get approved to post the positions after multiple approval layers. Then going through the arduous offer approval process it's been over 9 months and all the positions have still not been filled. So much red tape, to fill positions with qualified candidates within MRP left many taking other jobs, some positions were lost because they were vacant so long Senior leadership stated we must not have needed them because we had not filled them. What a joke and shady business practices to look better on paper. It's a serious shell game.
These are defined E and M levels and U. S. jobs. Not offshore.

I have noticed this for over a year.
It happens with some US jobs where the E or M levels are defined. Jobs not in the US do not have AIP (or so it appears).
Why is there even a new job posting when we have so many layoffs and outsourcing?
